CSS export to match the editors CSS panel order

You can already re-order CSS styles visually in the editors CSS panel, but upon export CSS styles are just outputted in the order they were created. I would like exported CSS code to mirror the order of the CSS panel in the editor.

A Conref, an attribute that is used to reference an ID on content that can be reused.
