When giving a user access to a site that has been designed, some clients who have other individual editing portions of the site want to control access over what they can and cannot edit.  At the moment there is only one level of collaborator editing, which if you turn off a certain section it won't allow any collaborator access.  If there are different levels of permission, this would greatly provide access to the site for user-specific permission.
