Just commenting here again that having this feature would allow for much from an accessibility standpoint regarding video. As it stands now, there needs to be a work around implemented to host VTT files off-site. Having them able to be added to the file upload in a collection item would be HUGE for video accessibilty and players.

Yes agreed this needs to be incorporated. It's a simple add and would allow for accessible video players to work the way they were intended.
We are currently making a site that services the Deaf/Blind community and this is a critical feature. Please incorporate as soon as possible.
