The move to new user-based pricing is plus. However there should be a new user tier that can be assigned: the owner/account manager tier.

This would be a management-only account. It would be able to own resources, assuring that they could not be accidentally deleted by other users. It would be responsible for access control and sharing.

Think of it as the IT control account - it doesn't "do" any daily work, but it's responsible for billing and resource management.

Since all it can do is this limited set, it should be the first account in, and should be included for free as part of the plan.
