Well it would kinda be like a referenced cms. The problem being that a referenced cms isn't always as useful. for instance you have a project and some have say 3 sections and others need 5. you could make a seperate collection with the sections and then link them to the project but that gets messy really fast. Als you can create the items within the projects cms so you'd have to create the item out of context.
