Ability to place a site into 'Site Maintenance Mode' while edits are performed in the designer. This would prohibit Editors from logging into, editing or publishing the site.

This would also include the ability to enter a custom message which would display for the benefit of Editors attempting to login (eg. The Editor mode is currently unavailable as maintenance is being performed on the site. Works are expected to be complete by [Enter Date].)
