As a provider of hosting services, it is vital that Webflow sends out site down notifications to me, so I can inform my clients about their website before they find out about it from one of their customers.
I'm not sure this covers 100% of what you're looking for, but Webflow has a status page where you can get at least near-time updates on system status, as well as subscribe to email updates.
You could also use an external monitoring service like Pingdom or Uptime Robot.
