While researching this issue I discovered that it has apparently existed since at least 2019. Despite the UI suggesting that you can drag pages and folders to change their order in the Pages panel, it just does not work — it invariably reacts as though you were trying to move that element's actual location in the hierarchy. This is an incredibly frustrating limitation and it seems absurd that the issue has persisted for this long.
