It would be beneficial to have a button or 'link block' link settings to have different options based on the view breakpoint.

Example -

On a mobile device you may want link to a section so that the view scrolls to the top or bottom of a section where the content is contained. Where as on a desktop that has the information side by side you wouldn't want it to keep scrolling to the section.
