How can we not create unique pages under each locale since its not always just about translating primary pages to more locales but each locale might need some unique pages for that market.

Ex: in Germany we must have an static page: Impressum but that page only need to exist on german locale.

With CMS pages we can publish content in specific locales why cant we do this with static pages.
