I know you can work around this by pasting the html into the URL setting on the image in CMS but this always opens with a new tab when tested. And it takes a lot longer than the usual drop-down page selector.
The same drop-down as you would get with an image in a link block on a static page allowing access to page linking.
Or even allow for CMS content to be inserted into a linkblock.
